How New Hampshire Handles Title-Exempt Vehicles
New Hampshire law allows some RV-related vehicles to be exempt from mandatory titling, while current law also allows an otherwise exempt vehicle to receive a voluntary title when the required supporting documentation is provided.
The New Hampshire Department of Safety, Division of Motor Vehicles administers the state’s vehicle title system. New Hampshire defines a recreation vehicle as a self-propelled or towed vehicle equipped as temporary living quarters for recreational, camping or travel use. That broad definition does not make the title rules identical for every motorized and towable unit.
Trailers with gross weight under 3,001 pounds are exempt from New Hampshire’s mandatory certificate-of-title requirement. For a lightweight towable RV, that can explain why a New Hampshire title does not exist. It does not mean every travel trailer or fifth wheel is title-exempt. See New Hampshire RSA 261:3.
New Hampshire also generally exempts motor vehicles with a manufacturer’s model year before 2000, except for the heavy trucks and truck-tractors specified in RSA 261:3. For an older motorhome, an absent New Hampshire title may therefore reflect a lawful title exemption rather than a lost certificate.
Voluntary Titles Became Available in 2026
Effective August 18, 2026, New Hampshire law allows a person to obtain a voluntary title for a vehicle that is otherwise exempt under RSA 261:3. The statute identifies qualifying supporting records such as a previously issued New Hampshire registration, a valid out-of-state title, a title application or a current New Hampshire VIN verification form.
Bill of Sale for a Title-Exempt Vehicle
New Hampshire RSA 261:148 deals with municipal permits for registration. When a title-exempt vehicle is being registered in the state after a change of ownership, the statute generally provides for a bill of sale from the previous owner, with a dealer-specific alternative. The required information includes the sale date, vehicle identification details, purchaser information, and the seller’s signature and address.
Transfer of a Titled Vehicle
For a vehicle subject to New Hampshire’s title-transfer requirements, RSA 261:14 provides for the owner to execute the assignment and warranty of title at delivery and for the certificate and assignment to be delivered or mailed as prescribed.
A title-exempt RV is not the same situation as a title-required RV whose certificate has been lost or is unavailable. First determine which ownership situation applies before treating the title as missing.
What If the RV Has an Active Lien?

If the RV has known flood exposure, roof or seal leaks, water intrusion or interior moisture, describe what you know. Do not assume an RV has corrosion or water damage simply because it has been registered or stored in New Hampshire.
